The following has been my experience finding maps:
The map collections of major libraries are worth checking for both recent and old maps. Remember to check indexes not only under “Latvia” but also “Baltic”, “Kurland”, “Livland”, “Vitebsk”/”Witebsk”, “Latgale”, “Russia” and variants. For example, if you can find it, a useful old map to get your bearings showing most larger places and manorial estates (Güter) as well as district (Kreis) boundaries is “General=Karte der Russischen Ost-See-Provinzen Liv- Ehst- und Kurland” published by C.G. Rücker, Reval, 1908 (Scale 1: 605 000). A 1914 version of Rücker’s map can be borrowed on microfiche through the Mormon’s Family History Library (FHL INTL Fiche 6001622). By comparing the German names on maps such as this to those on a modern map, the old German names and spellings can be discovered. For smaller places, including many manors and farmsteads, comparing modern maps with old may be the easiest way to discover a change of name.

Jāna Sēta Map Publishers at www.kartes.lv sells many modern maps including town maps at 1:15 000 and the Satellite map sheet series referred to above produced from satellite images at 1:50 000 scale for all of Latvia showing many farmsteads (Satelitkarte). A new series of topographical maps also at 1:50 000 is under preparation and these sheets will show more details. At the moment apparently only some of the total 131 topographical sheets have been published.

Some old maps have been commercially reproduced in recent times and are available for purchase. Jāna Sēta also sells facsimile editions of Latvian Army maps (ed. 1922- 1939, scale 1:75 000, 111 maps in the set, based on 1911 topographic information). Only some of the 111 sheets are available as paper versions, but the full set is available on CD (111 JPG files) [These maps are also available from http://www.fourone.com]. Also available on CD from Jāna Sēta is a part of a series at 1:25 000 (1935-40), being 97 maps from more than 1,000, covering southern Latgale).

Regio Ltd (http://www.regio.ee) has a good selection of facsimile maps that show some (but not all) farmsteads.

No doubt copies of old maps can be obtained from archives and libraries in Latvia such as the Latvia State Historical Archive (Latvijas Valsts vēstures arhīvs, or LVVA) at http://www.arhivi.lv/.

The Genealogical Society of Utah (Mormons) has microfilmed some maps that can be borrowed through their network of Family History Libraries. A useful set of maps showing many farmstead (Gesinde) names is:
Voenno-topgraficheskoi karte Rossi. Rossiia Armiia. Upravlenie voennykh topografov. Originally published by Korpus Voennykh Topografov at Moskva, 1865; later reprinted mostly during the First World War by Konigl. Preußische Landesaufnahme, Wojskowego Instytut Geograficzny and Voenno-topgraficheskago Otdiela (Petrograd) (FHL Microfilms 1344037 and 1344038: www.familysearch.org). This is a map sheet series of the Russian Empire at about 1:126,000 scale with an index sheet at its front. There are usually both German and Russian versions of each sheet. They are arranged by row (Reihe) and sheet (Blatt) e.g. Reihe VI, Blatt 7. These maps show a large number of farmsteads as named in the latter half of the 19th century/early 20th century. Some sheets show more detail than others and some have more clarity than others.
